A band applies only when all material limits fit. Normalized source lines exclude comments and blank lines. Cross-chain copies with identical logic may be grouped after verification. Novel cryptography, unusual architecture, more than 25,000 normalized source lines, or a scope above XL receives a custom plan before any paid work.
